Yes, that short below-grade block opening is the standard case for a hopper. We measure the exact height and build the sash to fit, so it seals flush without shimming the gap full of foam. If the opening ever needs to double as egress, we can spec a code-compliant unit instead.
What is a hopper window?

Do hopper windows keep water out?
